The United Arab Emirates plans to expand its Comprehensive Economic Partnership Agreements (CEPAs) portfolio in 2025, engaging with new countries to amplify economic benefits for itself and its global trade partners. This was announced by Dr. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade, during an interview with the Emirates News Agency (WAM).
Minister Al Zeyoudi emphasized that these agreements aim to bolster international trade governed by clear, rules-based frameworks. They are expected to stimulate sustainable development, attract investments, and create enhanced opportunities for trade in goods, services, and re-exports.
“The UAE’s CEPA program is a strategic initiative designed to deepen the nation’s commercial and investment ties across the globe,” said Dr. Al Zeyoudi. “It positions the UAE as a gateway for non-oil goods and services and reinforces its status as a global hub for trade and investment.”
He highlighted the UAE’s vision of free trade as a catalyst for economic growth and inclusive development. “These agreements reflect our commitment to a sustainable, diversified economy,” he noted. “By forging partnerships across five continents, we unlock new markets and expand opportunities for various sectors.”
Significant Impact on Trade and Economy
The UAE’s CEPAs have already markedly impacted multiple sectors, particularly non-oil trade, logistics, renewable energy, advanced materials, technology, and agriculture. According to Dr. Al Zeyoudi, these agreements are transforming the nation’s foreign trade landscape, strengthening its reputation as a leader in global commerce.
Since launching the CEPA program in September 2021, the UAE has signed 24 agreements with countries and international blocs, benefiting approximately 2.5 billion people—roughly a quarter of the world’s population—by late 2024.
The program has also contributed to record-breaking trade performance. In the first half of 2024, the UAE’s foreign trade exceeded AED 1.395 trillion, an 11.2% increase from the same period in 2023. Over the past few years, growth rates underline the initiative’s success, with trade rising by 28.8%, 54.7%, and 66% compared to 2022, 2021, and 2019, respectively.

With plans to further expand its CEPA network in 2025, the UAE aims to solidify its position as a vital player in global trade. By enhancing partnerships and diversifying trade opportunities, the nation continues to foster innovation, sustainability, and economic resilience.
