There’s a conversation happening quietly among entrepreneurs right now.
It doesn’t always start with Dubai. Increasingly, it starts with Ras Al Khaimah.
And if you’ve been looking at the UAE as your next business destination , whether you’re relocating, expanding, or starting fresh, you need to understand what’s happening in RAK before you make any decisions.

Because this emirate isn’t just an affordable alternative to Dubai anymore. It’s become a deliberate strategic choice for business owners who know what they’re doing.
Let us walk you through what a business setup in Ras Al Khaimah actually looks like, what it means for your ownership, your operations, your documents, and your long-term growth.
First, Why Ras Al Khaimah?
Ras Al Khaimah, or RAK as most people call it, sits at the northern tip of the UAE. It borders Oman, faces the Arabian Gulf, and sits about an hour from Dubai by road.
It’s not as loud as Dubai. It doesn’t try to be. But what it offers businesses is something that gets overlooked too often: a genuinely pro-business environment with lower entry barriers, fast processing, strong infrastructure, and access to the same UAE legal and banking ecosystem that makes the country so attractive in the first place.
RAK has recorded consistent GDP growth year after year, driven by manufacturing, tourism, real estate, and trade. The government there has been deliberate about building an economy that competes, not just regionally, but globally.
For entrepreneurs, that translates into one thing: a serious opportunity.
The Two Paths: Free Zone vs. Mainland
When you’re looking at business setup in Ras Al Khaimah, you’ll quickly run into the same fork in the road that exists across the UAE: Free Zone or Mainland?
They’re not the same thing. And which one you choose will shape how your company operates from day one.
Business Setup in RAK Free Zone (RAKEZ)
RAKEZ, the Ras Al Khaimah Economic Zone, is one of the most significant free zones in the UAE. It was formed by merging RAK Free Trade Zone and RAK Investment Authority, and today it serves thousands of businesses across dozens of industries.
Here’s what makes a RAKEZ setup appealing:
- 100% foreign ownership. You own your company entirely. No local partner required.
- Full repatriation of profits. Every dirham you earn, you can send home or reinvest freely.
- Tax-efficient structure. Businesses set up in RAKEZ can benefit from a 0% corporate tax rate under qualifying free zone person status, subject to meeting specific conditions under the UAE Corporate Tax law.
- Broad activity scope. RAKEZ accommodates trading companies, service businesses, industrial operations, e-commerce ventures, and more.
- Flexi-desk and virtual office options. You don’t need a full office to get started. RAKEZ offers shared workspaces and virtual office packages, which keep your overheads manageable in the early stages.
- Visa allocation. Even on basic packages, RAKEZ businesses can apply for investor and employee visas.
One important nuance: Free zone companies in RAK, like those across the UAE, are generally not permitted to conduct direct business with the UAE mainland market without either obtaining additional approvals or partnering with a mainland entity.
If your target customer is based in the UAE, you need to factor this in.
Business Setup on the RAK Mainland
If you want to operate freely within the UAE, bid on government contracts, open retail locations, trade directly with UAE-based businesses, then a RAK mainland licence is what you need.
RAK mainland companies are registered with the Department of Economic Development (DED) of Ras Al Khaimah. In line with the broader UAE law reform, most business activities now allow 100% foreign ownership on the mainland as well, which was a significant shift from how things worked previously.
Mainland companies in RAK tend to attract entrepreneurs in sectors like construction, general trading, food and beverage, manufacturing, logistics, and professional services.
The costs on the mainland are competitive compared to Dubai, while the legal framework and corporate credibility remain identical.
You’re still a UAE-registered company. Banks treat you the same way. Clients and partners treat you the same way.
What Business Activities Can You Set Up in RAK?
This is one of the questions we get most often. And the honest answer is: quite a lot.
RAK supports a wide range of business activities across its free zone and mainland jurisdictions, including:
- Trading and General Trading — import, export, re-export, distribution
- Professional and Consulting Services — management consulting, IT services, marketing, training
- Industrial and Manufacturing — production facilities, assembly, processing
- E-commerce — online retail and digital trading businesses
- Media and Creative Services — content creation, design, advertising
- Logistics and Freight — warehousing, freight forwarding, transport
- Education and Training — institutes, tutoring centers, vocational training
- Healthcare and Wellness — clinics, wellness centers (subject to additional approvals)
- Tourism and Hospitality — travel agencies, event management, tour operators
- Real Estate — brokerage and property management activities
Before you finalise your application, you’ll need to choose your activities carefully. Your licence is issued based on them, and operating outside your licensed activities creates compliance issues you’d rather avoid.
The Business Setup Process in RAK — Step by Step
There’s no mystery to this if you approach it methodically. Here’s what the journey typically looks like:
Step 1 — Choose Your Jurisdiction and Licence Type. Decide between the RAKEZ free zone or RAK mainland. Then determine the correct licence category — commercial, professional, industrial, or otherwise, based on your planned activities.
Step 2 — Reserve Your Trade Name: Submit your proposed company names. Names must be unique, comply with UAE naming conventions, and not conflict with existing registered trademarks.
Step 3 — Get Initial Approval: The relevant authority reviews your application and grants initial approval. This is the green light to proceed with the full application.
Step 4 — Prepare and Submit Your Documents. This is where having the right support matters. Documents are reviewed carefully, and any gaps or errors will slow you down. Everything needs to be correct and complete.
Step 5 — Sign Your Memorandum of Association (For Mainland) For mainland companies, the MoA is the founding legal document. It’s signed in front of a notary and defines the structure, ownership, and purpose of your company.
Step 6 — Secure Your Business Premises. For mainland licences, you’ll need a registered address backed by a tenancy contract. Free zones offer more flexibility here.
Step 7 — Receive Your Trade Licence Once all approvals are in place and fees are paid, your trade licence is issued. Your business is now legally registered.
Step 8 — Apply for Visas. With your trade licence issued, you can apply for your investor/owner visa, and subsequently for employee visas.
You’ll also complete your Emirates ID registration and medical fitness test at this stage.
Step 9 — Open Your Corporate Bank Account. Your licence and corporate documents are submitted to the bank of your choice. UAE banks have strong compliance requirements, so having the right documentation and ideally, a warm introduction, makes a meaningful difference to timelines.
The Documents You Need for Business Setup in Ras Al Khaimah
Here’s something that trips people up: every jurisdiction has slightly different documentation requirements depending on your business type, nationality, and structure.
But broadly speaking, here’s what you’ll need to prepare.
| Passport Copy | All shareholders and proposed managers |
| UAE Entry Stamp or Visa | If the applicant is currently in the UAE |
| Passport-Sized Photographs | Recent, white background |
| Proposed Trade Name | 3 preferred options for name reservation |
| Business Activity Selection | Chosen from the approved DED activity list |

| Tenancy Contract / Ejari | Proof of registered business premises. Not Required for RAKEZ Freezone Setup |
| Initial Approval Certificate | Obtained during the application process |
| NOC from Current Sponsor | If the applicant holds a UAE residence visa under another entity. Not Required for RAKEZ Freezone Setup |
