Dubai has once again claimed the number one spot globally for foreign direct investment (FDI) in creative and cultural industries.

In 2024 the emirate attracted 971 creative-sector projects, generating about AED 18.86 billion (roughly $5.1 billion) in capital and creating 23,517 new jobs.

This achievement marked the third consecutive year that Dubai topped the Financial Times’ fDi Markets report for cultural and creative FDI, surpassing major cities such as London and Singapore.

In short, Dubai is now widely recognized as the world’s leading hub for creative economy investment.

The record inflows came from a diverse mix of creative sub-sectors. Official data from the Dubai Economy & Tourism Department shows strong growth in areas like advertising and public relations, custom software and IT services, educational programs in creative fields, media and gaming, and cutting-edge tech such as AI and machine learning.

For example, new projects ranged from marketing and media companies to advanced digital studios and gaming firms. This diversity reflects Dubai’s broad creative ecosystem: from design and advertising to high-tech media and entertainment, investors found ample opportunities to launch innovative ventures.

Several government initiatives and business-friendly policies have driven this growth. A series of reforms – under the Dubai Economic Agenda (D33) – streamlined regulations and encouraged entrepreneurship.

For instance, a new Executive Council resolution in 2025 now lets free zone companies expand into mainland markets under simplified permit rules.

The “Zero Government Bureaucracy” program has also cut red tape, making it faster and easier to register businesses and obtain licenses. These steps, along with world-class infrastructure and financial incentives, have strengthened investor confidence.

As the authorities note, Dubai’s forward-looking strategies continue to deepen its cultural and economic diversity, transforming it into a global hub for creativity and innovation.

For entrepreneurs and investors, Dubai’s status as a creative economy leader is a major opportunity. The city’s open business environment means launching a media studio, design house, or tech startup can be done smoothly.

Many new creative ventures are leveraging local consultants and service partners. For example, Corporate Business Services is recognized as one of the top business setup consultants in Dubai and the UAE, offering end-to-end support for company formation and compliance.

These experts can help foreign investors navigate licensing, visas, and local regulations so they can focus on building their creative business.

In summary, Dubai’s creative industries are booming, with unprecedented FDI and jobs growth. This makes 2025 an exciting time for anyone looking to tap into that momentum.

Whether you’re a film producer, game developer, or design firm, Dubai’s thriving cultural sector and supportive setup services mean the path to launching your company is clearer than ever.
